Runway on the island

Remember back in the day when "the Others" captured Kate and Sawyer and had them smash and move rocks? Juliet once joked that the purpose of this work was to build a runway. Lo and behold, there's a runway on the island when the Ajira plane crashes on the island. Did "the Others" or someone among them (Jacob?) know that Ajira flight 316 was going to enter island airspace where it did and create the runway to give them a safer landing? If so, that's spooky. If not, the Ajira survivors are incredibly lucky.
